County park swimming pool removal complete
Linn County Park Manager Bruce Holt reported to the Linn County Commission on Monday that the removal of the parks swimming pool was complete. Holt thanked Road District No. 2 Foreman John Black and his crew for demolishing the pool and hauling what was suitable to the shores of the lake. According to Holt, all the rebar was buried, and Kansas City Power and Light approved the work. Road District No. 1 Foreman Danny Morris and his road crew then brought dump trucks of dirt and a dozer and leveled out the area. It has now been seeded and fertilized, Holt reported. The county does not plan to replace the pool, which was removed after park personnel found a leak that could not be repaired. Holt said so far there had not been any complaints about the pool being gone. We had the pool there 28 years and never had an accident or lawsuit against us, Holt said. In another matter, Holt told the commissioners the Bike Across Kansas group would be ending its ride at the state line and would be at the park on June 11. In past years, many parents, grandparents, and friends have met the riders at the park as they finished the race. In other business, the commissioners: Approved the purchase of a 2007 Ford Explorer, to be paid for with planning and zoning and road and bridge funds, for $16,000. Hired Jimmy Hendrix, Prescott, as seasonal help for mowing in Road District No. 3. Appointed Pleasanton resident Tim Staton to the Economic Development Committee. Hired the following employees at $7.25 an hour for summer help at the Linn County Park: Patsy Rhynerson to clean cabins from May 22 to Sept. 15 for 15 hours per pay period; Jean Ruse to work in the marina from May 23 to Sept. 15 for 20 hours per pay period; and Logan Smith to do maintenance, mow, pick up trash from May 23 to Sept. 6 for 30 hours per pay period. Hired Mid-State Restoration, Pleasanton, to tuck point the north elevation of the courthouse to correct moisture problems in the wall for $3,870. Discussed 2012 department budgets. County Clerk David Lamb asked the commissioners if they wanted department heads to propose pay raises in their budgets, and if so, what amount. I’ve been traveling the state for two months now, and every audience asks , “What is happening to our public schools.” It is very difficult for the ordinary citizen to decipher all the conflicting information coming from this legislative session. They are hearing that programs they care about are slated for reduction or elimination. By next fall when school starts again, many of these cuts will be in place and parents will see the impact on their children. Particularly concerning to me are the budget cuts to the early childhood education programs such as Parents as Teachers, and PreKindergarden. These programs have already seen a 17% reduction in funding, and if the House has its way, more cuts will come. If we want to reduce dropouts and improve reading skills as the Governor has suggested, then kids need to be identified for early assistance. Not funding early childhood education programs solely to preserve an ending balance is unconscionable. The Senate’s approach to lower ending balances has kept some of the more egregious cuts from happening. If we were to fund schools at the statutory requirement of $4,257 it would require an additional $474 million. And when you consider that the sales tax increase enacted in 2010 drops back down in FY2014 to 5.7%, and the transfer to the highway fund will increase, there will be another $308 hole in the State General Fund two years from now that will make it very difficult to increase the BSAPP. The legislative Division of Post Audit found, ”…a strong association between the amounts districts spend and the outcomes they achieve … a 1.0% increase in district performance outcomes was associated with a 0.83% in spending – almost a one-to-one relationship.” Districts that spent more had better student performance. Throughout this legislative session, the emphasis has been on economic development and job creation. But, without a strong public school system, all the tax incentives will be meaningless. Certainly, the trend to reducing the tax base through exemptions, credits and outright repeal of tax sources has been a major contributor to the school funding chasm that grows larger each year.
