OCEANSIDE: Advisory panel backs slip-rate increase

A strongly divided citizens advisory committee voted Monday to recommend that boat-slip rental rates in Oceanside's harbor be raised by nearly 30 percent over three years.

The vote of the Harbor and Beaches Advisory Committee was 4-3, with the committee minority preferring a one-time, across-the-board increase of $1 a foot ---- far less than what city officials said was needed for the harbor to meet expenses.

Harbor and Beaches coordinator Frank Quan had recommended that rental fees be raised immediately by an average of 26.5 percent, depending on the size of the boat.

The committee instead voted to advise the City Council to raise rental rates by $1 per foot every year for the next three years.

Quan said he probably will stick with his original recommendation when the matter goes to the council Wednesday, but he said the committee recommendation could be a viable alternative.

"That's the one scenario we didn't run the numbers on," Quan said. "It sounds like it will work; it will just delay things a year or two. That's my guess, but it's just a guess."

Quan said he would present the committee's proposal to consultant Keyser Marston Associates for review before the council session.

Committee chairman John Mertz initially supported Quan's recommendation, but said the committee plan was "a somewhat compromise solution."

Committee member Kevin Byrne said staggering the rate increase over three years "is a lot easier for a lot of people. It also allows us to give a yearly assessment of the (harbor) budget."

Also voting for the committee recommendation were Scott Townsend and James Gardner.

Committee member Jim Jenkins joined committee members Liz Rhea and Steven Derganc in voting against the staggered increases.

Jenkins said the council could raise rates $1 per foot this year, then review the rates again later. He said the council also should examine the harbor budget to determine whether there are ways to trim spending.

Rhea said a one-time, $1 per foot increase "is more than what we need."

She said she would prefer a two-tier system under which newcomers would be charged more than boaters already renting dock space.

Quan said a tiered system wouldn't raise enough money to cover ongoing operating costs and needed maintenance and replacement of worn-out amenities.

Under Quan's proposal, the monthly rate for boats of 29 feet or less would rise from $10.10 per foot to $12.90 per foot; from $11.30 per foot to $14.20 per foot for boats larger than 29 feet; and from $8.60 a foot to $10.70 a foot for commercial fishing boats.
